The fear has a name, and everyone knows it: paying for two years toward a building that never gets delivered. It's a legitimate fear. It's also, of all real-estate risks, the most verifiable — if you know what to check before signing.

Preconstruction exists because it benefits a developer to sell early: those initial sales unlock the bank financing for the build. In exchange, the buyer locks in today's price for tomorrow's value, with a payment schedule that tracks construction instead of demanding all the capital on day one. Properly filtered, it's the most efficient entry point into the Panamanian market.

Run through the filter's first question, the developer hadn't delivered a single building before — an immediate red flag. We showed him a project that met all three conditions instead. Three questions separate a curated preconstruction deal from a pretty promise:

1. How many buildings has this developer delivered, and when? Delivery history is public and auditable. No track record, no conversation.

2. Which bank is financing the build? If a Panamanian bank approved the construction loan, its risk team already audited the developer more rigorously than any buyer could.

3. What protects your payments in the contract? A registered purchase agreement, verifiable construction milestones, and delay penalties — in writing, in your language.

And how much are you willing to pay to see it finished? That gap between preconstruction price and delivery price is, literally, the fee for visual certainty. Sometimes it's worth it — but decide with the number in front of you, not with intuition.
